Strengthening Kenya’s Digital Sovereignty for National Resilience and Economic Competitiveness

Executive Summary

Kenya has emerged as one of Africa’s leading digital economies through sustained investments in digital public infrastructure, mobile financial services, innovation ecosystems, and electronic government services. Flagship initiatives, including the Digital Superhighway Programme, Konza Technopolis, and the National Artificial Intelligence Strategy 2025 to 2030, have accelerated digital transformation and strengthened Kenya’s position as a regional technology hub. However, increasing dependence on foreign owned digital infrastructure and external data ecosystems presents strategic risks to national resilience, economic competitiveness, and policy autonomy.
