Prof Gerald Wangenge-Ouma is the current Director, of Institutional Planning, Monitoring, and Evaluation at the University of Pretoria, South Africa. He holds a Doctor of Philosophy from the University of Cape Town, South Africa, and is a Graduate of Kenyatta University in the School of Education. He was previously a Tutorial Fellow at Kenyatta University and has served as the Associate Professor of Higher Education at the University of Western Cape, South Africa.

He has published extensively in book chapters and authored journals related to Higher education. His research interests include financing and funding higher education and higher education policy and contributes significantly to the knowledge of higher education policies in southern Africa. He is also a member of the University of the Western Cape, South Africa.
