Stephen Kiema is the Non–Resident Fellow for the Governance and Ethics Pillar at the Global Centre for Policy and Strategy. He is an accomplished consultant in strategic security, governance / leadership, information, and communications technology innovations, and disability empowerment. As a strategic security consultant, he has worked in various positions in the Government of Kenya specializing in economic, political, environmental, social, and security domain aspects.Â
As a governance/leadership consultant, he has provided leading advisory at county and national spaces regarding the relevant and realistic performance index conducive in the 21st century through social lab approaches. In addition, he has been instrumental in setting up the first primary government data center in 2008 supported by the Chinese Government. He previously delivered leading technology coaching strategies, and tactics relevant to local content and local talent innovations in the cyber security domain, big data analytics, and actionable-timely accurate information systems.
In Disability Empowerment, he has programmed a service and empowerment platform for persons living with disabilities and associates across Kenya.

Stephen holds an MSc-Information Systems from the University of Nairobi and MA-Peace Studies and International Relations from the Catholic University of Eastern Africa, PGDip. He also holds a BSc Mathematics (Operational Research) from the University of Nairobi.
