Dr. Resila A. Onyango, an Assistant Inspector General of Police is also the Director Corporate Communication/Spokesperson for the National Police Service in Kenya where she has curved a niche as the first female police officer in Kenya to earn a Doctorate Degree. She was a Criminal Intelligence Officer for INTERPOL in the Crimes against Children Unit where she was part of a landmark study on online child sexual exploitation and abuse in Africa. She earned her PhD and Master Philosophy (MPhil) in Criminal Justice from the Graduate Center / John Jay College of Criminal Justice – City University of New York, USA, Master Science Criminology from the University of Pennsylvania, USA, and Bachelor of Education (Arts) from Moi University. She is a certified UN Trainer for Strategic Training Materials (STM) 2021, and Certified Regional Facilitator for the Eastern Africa Standby Force for the Integrated Mission Planning Course (IMPC), certified Military Observer (FINCENT), Sex Crimes Investigator (ILEA Gaborone) and has successfully facilitated IMPC in different countries including Kenya, Seychelles, Rwanda, and Burundi. She has taught criminal justice at John Jay College of Criminal Justice, USA and United States International University-Kenya, and is an external supervisor at the National Defence University Kenya for the Master in National Security and Strategy, a Visiting Fellow at Center for Public Policy-Drexel University, USA, and external examiner for GLOCEPS. Her research interests focus on policing, terrorism, and comparative criminology and she has published in reputable international journals and books. She is an advisory board/council member at the National Intelligence and Research University College, Witness Protection Agency and National Crime Research Centre Board, and Gazetted Member in the NCAJ SGBV Committee.
